As-Saboor is one of Allah's Beautiful Names

 The manifestations of Allah's Name (As-Saboor in Ramdan). 

 Actually, this Name is never mentioned in the Noble Quran, but it is indicated a lot. For instance, the Most Forbearing is the One Who never punishes the disobedient the minute they disobey Him. In other words, He gives respite but He never neglects. Allah the Almighty says:

(And if Allah were to punish men for that which they earned, He would not leave a moving (living) creature on the surface of the earth, but He gives them respite to an appointed term, and when their term comes, then verily, Allah is Ever All-Seer of His slaves.)

[Fatir, 45]

  Delaying the punishment is one of the manifestations of As-Saboor. It seems that Allah, Exalted and Sublime be He, gives people another chance when they err, so that they repent, turn to Him, know that they have sinned, and ask Allah for His Forgiveness. Thus, the purpose of postponing the punishment is to mend man, please him and have mercy upon him. Had Allah applied the Divine Rules to the sinners, none would have remained on earth. 

 The following Ayah is another indication of As-Saboor:  

(And indeed (many) Messengers were mocked at before you (O Muhammad PBUH), but I granted respite to those who disbelieved, and finally I punished them. Then how (terrible) was My Punishment!)

[Ar-Ra'd, 45]

 Man sometimes becomes psychologically disturbed and religiously shaken when he sees an arrogant and oppressive Kafir (disbeliever) get more powerful, wealthier and more dominating, so he asks himself whether Allah sees this man or not. Well, Allah, Exalted and Sublime be He, answers this question by mentioning (the destructive end of) Fir'aun. Hence, whenever you see a disbeliever getting stronger, richer, more dominating, more arrogant and more tyrannical, while he defies others and makes fun of them, remember the story of Fir'aun. Did he not say the following as Allah the Almighty narrates in the Noble Quran?        

(Saying: "I am your lord, most high")

 Do you ask whether Allah watches the oppressive or not? Then, consider the following Ayah: 

(Let not the free disposal (and affluence) of the disbelievers throughout the land deceive you. A brief enjoyment; then, their ultimate abode is Hell; and worst indeed is that place for rest.)

Man is ordered to be patient:

 As I have mentioned earlier, Allah the Almighty is the Most Forbearing, and He orders man to remain patient. Allah the Almighty says:  

(And be patient for the sake of your Lord (i.e. perform your duty to Allah)!)

[Al-Muddathir, 7]

 Man may remain patient when he is confronted with a strong enemy who keeps hurting him, and all he can do is to remain patient. However, he faces the enemy's repeated harms patiently, not because he is patient, but because it is the only solution he has. In fact, this is not the patience that Allah the Almighty orders us to have; the real patience is when you are  able to do something, but your faith in Allah stops you and makes you patient.   

(And endure you patiently (O Muhammad PBUH), your patience is not but from Allah. And grieve not over them (polytheists and pagans, etc.), and be not distressed because of what they plot.)

[An-Nahl, 127]

 This means you cannot remain patient unless Allah the Almighty helps you forbear things. In Ramadan, the believer is forbearing; he remains patient on obeying Allah since he refrains from eating, drinking and whatever breaks his fasting during the day of Ramadan. Hence, he remains patient for Allah's Sake. Also, the believer remains patient when he abstains from committing sins, and he accustoms his limbs to act upon Allah's Orders. Let this patience be manifested starting from Ramadan and all year round.
